Background Information
The Comisión Española de Ayuda al Refugiado (CEAR) [Spanish Commission of Refugee Aid] was created in 1979, in the middle of the Spanish democratisation process, with the clear purpose of responding to the need to defend the right to asylum and shelter.
With the arrival of the 90s and the various structural changes in society, CEAR saw there was a need to work in the countries producing refugees. The protection strategy for refugees and displaced persons requires a global approach, which, besides including the taking in of refugees and their integration in Spain, works on the causes that lead to displacement, which are poverty and the violation of human rights.
It was on the basis of this analysis that the CEAR Foundation was created from within the CEAR organisation.
Founded formally in Madrid on 6 February 1997, registered at the Ministry of Employment and Social Affairs with no. 28/1039, the CEAR Foundation was established with the aim of cooperating with preventive policies to eradicate problems and situations that force millions of refugees and displaced persons to abandon their countries worldwide.

The Foundation
The CEAR Foundation is a development NGO, whose mission is to combat uprooting and mitigate the reasons for and the consequences of forced migrations, vulnerable populations or those at risk of exclusion in Africa by promoting stable, sustainable, safe and productive human settlements, as well as the dynamics of development prompted by migrations.
Similarly, it aims to help transform society, making people more aware of the causes of poverty and forced displacements, Africa's values and capacities, and the positive connections between migration and development. Its work is committed to justice, respect, solidarity, professionalism and effectiveness as the main values
